What are the criteria for banning a device?

How long will a device be banned?
To crack down on actions that maliciously harm the gaming environment and prevent others from taking such actions, we will permanently ban all devices that are used to violate the rules, and this ban will not be lifted.
If a device is banned, will the account be affected too?
